10 కాయిన్ ను తిరస్కరిస్తే చట్టరీత్య నేరమే
జాతీయ National News భారత్ ప్రతినిధి : గడచిన కొన్ని సంవత్స రాలుగా 10 రూపాయల నాణెం చెల్లడం లేదనే వార్తలతో ప్రజలు అయోమ యంలో ఉన్నారు. దుకాణాల్లోనూ, ఇతర వ్యాపార లావాదేవీల్లోనూ ఎక్కడ ఉపయోగించడం లేదు. దీనికి కారణం ఆర్బిఐ 10 రూపాయల నాణాలను చెల్లుబాటుపై నిషేధం విధిం చిందనే నెపంతో కస్టమర్ల నుంచి ఈ నాణేలను తిరస్కరిస్తున్నారు. అయితే ఇందులో ఏమాత్రం నిజం లేదని తాజాగా ఆర్. బి.ఐ కఠినంగా హెచ్చరికలు జారీ చేసింది. ఏ రూపంలో ఉన్నప్పటికీ రూ. 10 కాయిన్ చెల్లుతుందని వ్యాపారులు వాటిని స్వీకరించకపోతే చట్టప రంగా శిక్షార్హులవుతారని హెచ్చరించింది.
ఇప్పటికే ఆర్.బి.ఐ పలు మార్లు పది రూపాయల నాణెం విషయంలో అనేక సార్లు వ్యాపారులకు బ్యాంక ర్లకు స్పష్టమైన ఆదేశాలను జారీ చేసింది. పది రూపా యల నాణేాలు విపణిలో చెల్లుబాటు అవుతాయని పది రూపాయల నాణాలను రద్దు చేశారంటూ అపోహలు వ్యాపింపచేయడం చటా రీత్యా నేరమని కూడా హెచ్చరించింది. ఈ మేరకు 2016 లోనే ఆర్బిఐ పత్రిక ప్రకటన సైతం జారీ చేసింది. ఆ తర్వాత 2018 లో సైతం ఆర్బిఐ ఈ ప్రకటన విడుదల చేసింది. కానీ వ్యాపారులు మాత్రం పది రూపాయల నాణేల విషయంలో ఆర్బిఐ ఆదే శాలను బేఖాతరు చేస్తూ వస్తున్నారు.
దీంతో ఆర్బిఐ మరోసారి కఠినంగా హెచ్చరించేందుకు సిద్ధం సిద్ధమవుతుంది నిజానికి పది రూపాయల నోటు కన్నా పది రూపాయ ల నాణాలను స్వీకరించి నట్లయితే ఇవి ఎక్కువ కాలం చెల్లుబాటులో ఉంటాయి. పది రూపా యల నోట్లు వాడకం ఎక్కువగా ఉండటం వల్ల అవి చినిగిపోయే ప్రమాదం ఉంటుంది. వీటిని దృష్టిలో ఉంచుకొని విలువ తక్కువగా ఉన్న కారణంగా పది రూపాయల నాణాలను ఆర్బిఐ ప్రవేశ పెట్టింది.
కానీ వ్యాపారులు మాత్రం పది రూపాయల నాణేల విషయంలో అపో హలను నమ్మి, కస్టమర్ల వద్ద నుంచి పది రూపాయల కాయిన్స్ తీసుకోవడం మానేస్తున్నారు. దీంతో పెద్ద ఎత్తున బ్యాంకులు ఆర్బీఐ చెస్టులో చినిగిన నోట్లతో పాటు రూ. 10 నాణేలను కూడా జమ చేయాల్సి వస్తోందని బ్యాంకు అధికారులు సైతం వాపోతున్నారు. అంతేకాదు ఆర్బిఐ ఇప్పటికీ పది రూపాయల నాణాలను పెద్ద ఎత్తున ముద్రిస్తోంది.
