తెలంగాణ Telangana భారత్ ప్రతినిధి : వ్యవసాయంలో రైతులకు వానకాలం సీజన్‌ కీలకం. తరితోపాటు మెట్ట పంటలతో భూములన్నీ సాగులోకి వస్తాయి. ఏప్రిల్‌లో భూములను చదును చేయడం, ఆ తర్వాత దుక్కులు దున్నడంతో మొదలయ్యే వానకాలం సీజన్‌ సెప్టెంబర్‌తో ముగుస్తుంది. అక్టోబర్‌ నుంచి యాసంగి సీజన్‌ మొదలవుతుంది. సోమవారంతో వానకాలం సీజన్‌ ముగిసినా వ్యవసాయంలో కీలకమైన సాగునీటి విడుదల, రైతు భరోసా, రుణమాఫీ, కొత్త రుణాల జారీ వంటి విషయాల్లో కాంగ్రెస్‌ ప్రభుత్వం రైతులకు మొండిచెయ్యి చూపింది. గతంలో కేసీఆర్‌ సర్కార్‌లో రైతుల అవసరాలకు తగ్గుట్లుగా ప్రభుత్వం ఎంతో తోడ్పాటును అందించింది.
ప్రస్తుతం కాంగ్రెస్‌ సర్కారు మాటలకే పరిమితమై క్షేత్రస్థాయిలో రైతుల పట్ల నిర్లక్ష్యం ప్రదర్శిస్తున్నదన్న విమర్శలు వెల్లువెత్తుతున్నాయి.అందని రైతు భరోసా వ్యవసాయాన్ని పండుగలా మార్చాలన్న ఉద్దేశ్యంతో కేసీఆర్‌ సర్కార్‌ 2018 వానకాలం సీజన్‌ నుంచి రైతుబంధు పేరుతో పెట్టుబడి సాయానికి శ్రీకారం చుట్టింది. తొలుత ఎకరాకు రూ.4వేల చొప్పున ప్రారంభించి తర్వాత రూ.5వేలకు పెంచింది.
ఏటా రెండు సీజన్లల్లో రైతుబంధు డబ్బును నేరుగా రైతుల ఖాతాల్లో జమ చేస్తూ వచ్చింది. 2023 వానకాలంలో పట్టాదారు పాస్‌పుస్తకం ఉన్న ప్రతి రైతుకూ ఎకరాకు రూ.5వేల చొప్పున పెట్టుబడి సాయం అందించింది. వరుసగా 11వ సీజన్‌ గత వానకాలంలో ఉమ్మడి జిల్లాలోని 11లక్షల మంది రైతులకు రూ.1,300 కోట్లను పెట్టుబడి సాయంగా వారి ఖాతాల్లో జమ చేసింది. గతేడాది జూన్‌ 26 మొదలు చివరి రైతు వరకు సాయం అందించింది.
క్రమం తప్పకుండా రైతుబంధు డబ్బు జమ చేయడంతో రైతులు సాగులో నిలదొక్కుకోగలిగారు. 2014 తెలంగాణ రాష్ట్రం ఏర్పడే నాటికి ఉమ్మడి జిల్లాలో 13లక్షల ఎకరాల్లో మాత్రమే పంటలు సాగు అయ్యేవి. పెట్టుబడి సాయంగా ఇచ్చే రైతుబంధుకుతోడు నిరంతర ఉచిత విద్యుత్‌, సాగునీటి కల్పనకు కేసీఆర్‌ ప్రభుత్వం ప్రాధాన్యం ఇవ్వడంతో 22లక్షల ఎకరాలకు సాగు విస్తీర్ణం పెరిగింది. కాగా, ఇప్పుడు పంటల సాగు ఆరంభంలో కీలకమైన రైతు బంధుపై కాంగ్రెస్‌ ప్రభుత్వం కక్ష గట్టినట్లు వ్యవహరిస్తున్నది.
రైతుబంధును రైతుభరోసాగా పేరు మార్చి ఎకరాకు వచ్చే సాయాన్ని కూడా 7,500 రూపాయలకు పెంచుతామని ప్రకటించినా.. వానకాలం సీజన్‌ ముగిసే వరకు కూడా అందించలేదు. కాంగ్రెస్‌ ప్రభుత్వం చెప్పిన ప్రకారం రైతుభరోసా అందిస్తే రూ.2వేల కోట్లకు అటూఇటుగా రైతులకు దక్కేవి. ఇప్పుడు యాసంగి సీజన్‌ కూడా షురూ అవడంతో అసలు రైతుభరోసా ఇస్తారో, లేదోనన్నది ప్రశ్నార్థకంగా మారింది.
కొత్తగా పంట రుణాలేవి? వానకాలంలో సీజన్‌లో ప్రభుత్వ తీరుతో బ్యాంకులు కూడా తీవ్ర అయోమయంలో పడ్డాయి. రుణమాఫీపై స్పష్టత లేకపోవడంతో బ్యాంకులు రైతులకు కొత్తగా పంట రుణాలు ఇవ్వడంలో ఆచితూచి వ్యవహరిస్తున్నాయి. దాంతో వార్షిక రుణ ప్రణాళికలో సగం మాత్రమే పంట రుణాలు రైతులకు అందాయి. వాటిల్లోనూ చాలా వరకు రుణమాఫీ జరిగిన రైతులకే కొత్త రుణాలు ఇచ్చాయి. రుణమాఫీ కోసం ఎదురుచూస్తున్న రైతుల్లో మెజార్టీ భాగం కొత్తగా పంట రుణాలకు నోచలేదు.
ఓవైపు పెట్టుబడి సాయంగా అందాల్సిన రైతు భరోసా డబ్బులు రాక కొత్తగా పంట రుణాలు లేక రైతులు ఆర్ధికంగా తీవ్ర ఇబ్బందులు పడుతున్నారు. లీడ్‌బ్యాంక్‌ అధికారుల లెక్కల ప్రకారం ఉమ్మడి జిల్లాలో ఈ సీజన్‌లో రూ.18,469 కోట్ల పంట రుణాలకు గానూ కేవలం రూ.9,100 కోట్ల మేరకే జారీ చేశారు. లక్ష్యంలో 50 శాతమే కొత్త పంట రుణాలు అందాయి. ఎన్నో ఆశలు పెట్టుకున్న రుణమాఫీ కాక, రెగ్యూలర్‌గా రావాల్సిన రైతుభరోసా అందక, కొత్త పంట రుణాలు లేక వానకాలం అంతా రైతులకు నిరాశే మిగిలింది.
సగంలోనే నిలిచిన రుణమాఫీ కాంగ్రెస్‌ సర్కార్‌ ఆర్భాటంగా ప్రకటించిన 2లక్షల రుణమాఫీ సగంలోనే నిలిచిపోయింది. ఉమ్మడి నల్లగొండ జిల్లాలో మొత్తం 6 లక్షల మంది రైతులు రుణమాఫీకి అర్హులుగా ఉంటారని అంచనా వేసినా, ఆచరణలో మాత్రం 3.39లక్షల మందికే వర్తింపజేశారు. ఇంకా రెండున్నర లక్షల మంది రైతులు రుణమాఫీ కోసం ఎదురుచూస్తున్నారు. చెప్పులు అరిగేలా అధికారులు, బ్యాంకుల చుట్టూ ప్రదక్షిణ చేస్తున్నారు.
రేషన్‌ కార్డు ప్రమాణికంగా తీసుకోవడంతో అర్హులైన రైతులెందరో రుణమాఫీకి దూరమయ్యారు. రుణమాఫీ కానీ రైతులకు భరోసా ఇచ్చే వారే కరువయ్యారు. రేషన్‌కార్డు లేని వారి విషయంలో కుటుంబ నిర్ధారణ సర్వే పేరుతో నెలన్నర రోజులుగా కాలయాపణ చేస్తున్నారు. ఆధార్‌ కార్డు, పట్టాదారు పాస్‌పుస్తకం, బ్యాంకు అకౌంట్‌ నెంబర్లల్లో తప్పుల సవరణ, పేర్లలో తేడాల సవరణతోనూ వేలాది మంది రైతు బంధుకు దూరమయ్యారు. వారి వివరాల సేకరణ ఎప్పుడన్నది ప్రభుత్వం చెప్పడం లేదు.
దాంతో రైతులంతా తీవ్ర ఆగ్రహంతో ఉమ్మడి జిల్లా అంతటా ధర్నాలు, రాస్తారోకోలు చేస్తున్నారు. ఇదే సమయంలో గతంలో కేసీఆర్‌ సర్కారు లక్ష రుణమాఫీలో భాగంగా ఉమ్మడి జిల్లాలో రూ.99,999 వరకు రుణమాఫీ చేసిన విషయం తెలిసిందే. ఆ మేరకు 4.08 లక్షల మంది రైతులకు రూ.2,159 కోట్లను రుణమాఫీ చేసింది. కానీ నేటి కాంగ్రెస్‌ సర్కార్‌ 2 లక్షల వరకు రుణమాఫీ చేసినా రైతుల సంఖ్య 3.39లక్షలకు దాటకపోవడం గమనార్హం. దాంతో మిగతా వారికి రుణమాఫీ ఎప్పుడన్నది తెలియని పరిస్థితి నెలకొంది.
సాగునీటికి తప్పని రణం ప్రకృతి కరుణించి కృష్ణానది ఉప్పొంగినా ఆ నీటిని సాగు అవసరాలకు మళ్లించడంలోనూ ప్రభుత్వం వైఫల్యం కొట్టిచ్చినట్లు కనిపించింది. నిత్యం సాగునీటి కోసం రైతుల చేసిన ఆందోళనలే అందుకు సాక్ష్యం. నాగార్జునసాగర్‌ నుంచి వందల టీఎంసీల నీరు సముద్రంలో కలిసినా సాగర్‌ ఎడమ కాల్వతోపాటు ఏఎమ్మార్పీ ప్రధాన కాల్వ, వరద కాల్వల పరిధిలోని ఆయకట్టు చివరి భూములు సాగునీటికి నోచలేదు. ఎడమ కాల్వకు గండ్లు పడడంతో పలు దఫాలుగా నీటి విడుదల నిలిచిపోయి అనేకచోట్ల పంటలు ఎండిపోయాయి.
మేజర్ల కింద చివరి భూములకు సైతం ఆరంభంలో నీరు పారలేదు. మరోవైపు ఏఎమ్మార్పీలో నాలుగు మోటార్లకు గానూ మూడే పని చేశాయి. ప్రభుత్వ నిర్లక్ష్యంతో ఒక మోటార్‌ సీజన్‌ మొత్తం రిపేర్‌లోనే ఉండడంతో కీలకమైన డి-37, 39, 40 డిస్ట్రిబ్యూటరీ పరిధిలోని చెరువులు, కుంటలకు నీళ్లు చేరలేదు. 80 వేల ఎకరాలకు నీరు అందించాల్సిన వరద కాల్వ ఆయకట్టులో సైతం నిత్యం రైతుల ఆందోళనలే సాగాయి.
ఆయకట్టు చివరలోని మాడ్గులపల్లి, తిప్పర్తి మండలాల్లోని 30వేల ఎకరాల్లో అరకొరగా నీరు అందింది. దాంతో పండ్ల తోటలు, వరి సాగుకు తీవ్ర ఇబ్బందులు ఎదురయ్యాయి. స్థానికంగా చెప్పుకోదగిన వర్షాలు లేకపోవడంతో కాల్వల ద్వారా సాగునీటి కోసం రైతులు అవస్థ పడ్డారు. ప్రభుత్వం వైపు పర్యవేక్షణ లోపం, జిల్లా మంత్రుల పట్టింపులేనితనంతో రైతులు సాగు నీటి కోసం తండ్లాడాల్సి వచ్చింది.

First it started at Rs.4 thousand per acre and then increased it to Rs.5 thousand. Annually in two seasons Rythu Bandhu has been depositing the money directly in the farmers' accounts. During the rainy season of 2023, investment assistance of Rs.5 thousand per acre has been provided to every farmer who has a Pattadaru pass book.

Although it was announced that Rythu Bandhu would be renamed as Rythu Bharosa and the assistance per acre would be increased to Rs 7,500, it was not provided even until the end of the rainy season.According to the Congress government, if Rythu Bharosa is provided, the farmers would get Rs. 2 thousand crores. Now that the Yasangi season has started, it has become questionable whether the actual farmers will be assured or not.
Most of them have given new loans to farmers whose loans have been waived off. Majority of the farmers who are waiting for loan waiver have not taken new crop loans.On the one hand, farmers are facing severe financial difficulties due to lack of farmers' insurance money, which is supposed to be received as investment assistance, or new crop loans. According to the calculations of Lead Bank officials, only Rs. 9,100 crores have been issued for crop loans of Rs. 18,469 crores in the combined district this season.
Only 50 percent of the target new crop loans have been received.
